301 redirects

Hello everyone, my site called X has been banned by the BTK. When I checked its status with Ahrefs, the domain rating was 16. I have created a new site. I am currently ranked 7th for my target keywords, but my competitors ranking higher have domain ratings between 5 to 10. The server files of the banned site X are not available. I have re-created this site using a VPN. My question is: Should I fill the content of site X with articles, set up AMP, and optimize for mobile access? Or should I do a 301 redirect from the domain control panel to the new site? (Would it have a significant impact on rankings?) Is it better to create links from the footer section and articles of the well-established X site to the new site? And is it advisable to upload backlinks or hacklinks to the banned domain to increase authority for other sites?
