About Account Sales and Digital License Advertisements

Hello friends, One of my clients has a website where they sell game accounts and digital licenses (such as Windows, Office, etc.). About 4-5 months ago, I created an Ads advertisement for a similar site using almost the same ad templates and it appeared without any issues. However, this time, Google is not approving the ads due to constant policy violations. Despite revising them each time, the ads are getting suspended due to circumventing their systems. Does Google no longer allow ads in this field? Do we have to use a Cloaker? Or do you recommend trying again with a different account? Because this account has been suspended a few times in the past for suspicious payments. I am open to your suggestions.
