About Account Sales/Digital License Advertisements

Hello friends, I have a client who owns a website where they sell game accounts and digital licenses (such as Windows, Office, etc.). About 4-5 months ago, I created an Ads campaign with similar ad templates for a similar site and it ran smoothly. However, this time Google is not approving the ads due to repeated policy violations. Despite revising them each time, the ads are suspended because they are getting flagged by the system. Does Google no longer allow ads in this niche? Should we use a Cloaker tool? Or would you suggest trying again with a different account? The account has been suspended a few times in the past for suspicious payments. I am open to your advice.
