Acquiring a New Adsense Account

Hello friends; About 1 year ago, my account was banned due to an AdSense policy violation. I want to reapply for AdSense to the same address. I applied with a different name and number, but I received a warning to first close your old account. I cannot access the old account anyway. How can I fix this situation? Do I need to completely close accounts linked to the Gmail account such as Search Console and YouTube? I would appreciate your support on how to get a new account to the same address.
