Adding Adsense Payment Method Issue

Hello friends. Today, I reached the AdSense (AdMob) payment threshold. I received a warning to enter the payment method. However, when I enter the Payment section, I can't see the option to add a payment method. Currently, my AdMob account is restricted due to invalid traffic. Is this why I can't add a payment method, or is it another reason? This message appears when I click on Update, and the option below it appears. Thank you in advance to those who provide assistance.
