AdSense Balance -2.91 - I think there is a tax deduction from the United States.

Hello, I recently received a form from Adsense regarding US tax issues. Currently, I owe money to Adsense. The balance is -2.91 TL negative; if it weren’t for the earnings of 2,910 TL, I don't know what I would do. I can't help but wonder why the US, which did not tax me so far, is now withholding taxes. I think they will be deducting 30% of the income coming from the US from now on.
