Adwords Account Help Please.

Hello friends. I have an account on Google AdWords. It seems like the keyword planner is not working when I run ads in this account. The keywords I want to run ads for are: Trabzon car rental, Trabzon rent a car, Trabzon vehicle rental, Trabzon airport car rental, Trabzon airport rent a car. However, in my ads, they find me as Avis, Budget, Gaziantep car rental. In short, my ad is being shown for every keyword containing words like "car rental", "rent a car", resulting in a significant increase in costs. I thought about what I could do and changed the ad title to "Trabzon Car Rental - Trabzon Rent a Car - Trabzon Vehicle Rental" hoping that if they see the word Trabzon, they won't click on it. However, just ten minutes after changing the title, they called me from Hakkari to rent a car. Can you help me adjust these settings for a fee?
