Artificial Intelligence Recommendation for Creating Photos

I'm looking for an AI-based visual creation tool that is most sensible based on the budget. Some tools are not very good at creating visuals and charge around $10 while offering limited usage rights for 30 images. I don't want that kind of service. I need extensive usage rights and the ability to produce work close to what I want. What AI recommendations do you have that can provide these capabilities?
