Blocking Mac or Device

Hello, I read somewhere that with embedded PHP codes on your website, you can identify visitors who log in and put a personal device block or a MAC block. The area for placing the block is not available on the Adwords interface, but it is possible by writing a script. I record the device, IP, and time information of visitors to the site. I have never heard of MAC and device blocking with a script. Is this possible?
