Can nuts be used for your account in other services?

Hello; I got banned a while back for publishing AdSense ads through my website. Can I now use the same email address and identification number for YouTube or mobile ads? Can I use the same name and identification number with a new email address if the old one cannot be used? Or is my chance of earning money through Google services zero?
