Can OBS be opened with R5 5500 GTX 1650?

If I start a CS2 broadcast using the system mentioned in the title, how much impact will it have on FPS? I play the game at a competitive level, currently at FACEIT level 10. Will broadcasting introduce any input lag? Also, with my processor using the stock cooler, will it provide sufficient cooling during the summer days? I haven't conducted a temperature test, can you provide information on this?
