Comparison between Llama 3.1-8b and ChatGPT 4

I've read in a few places that your Llama 3.1 8-b version is at least as good as Chat GPT 4. For someone in the software business, would Llama 3.1 8-b be more effective than GPT-4, or is GPT-4 better? I also have another question regarding whether this Llama can run on a regular computer with 8 GB RAM and a 2 GB graphics card.
