Developing a NEW web-based application!

I am considering developing a new web-based application and looking for a partner who is proficient in an advanced level of PHP, as well as knowledgeable in SQL and MySQL structures. The ideal candidate should reside in Istanbul, believe in teamwork, and be willing to take risks with me in this project. We are looking for an individual who is above 18 years old, sensible, and capable of making balanced decisions. I am searching for a reliable partner (I opened the topic from my mobile phone), so it could be in the wrong place.
