Firstly, write a letter to the tax office you are affiliated with. You can write it on a standard A4 paper by hand. Around 1 week to 10 days later, you will receive a response to your letter via email with an electronic signature. Alternatively, if you log in to the interactive tax office with your e-government password, you can view your letters in the section designated for them. Take that document printout and visit a bank. Your account will be opened. I opened mine today, but it turns out that the account is blocked. The tax on the incoming payment to that account will be deducted, and the remaining amount will be transferred to my main account. I will see how that process unfolds. By the way, make sure to include your full name, Turkish ID number, and address at the bottom of the letter. This is the electronically signed response from the tax office. Take it to the bank to explain your intention and open an account. Additional note: I opened the account at Halkbank. Also, when verifying AdSense account number, enter 15% extra of the amount they sent for verification. Since the account is blocked, we cannot see the details, unfortunately. For instance, if they sent 0.23 TL, instead of entering 0.23 in the verification section, I tried 0.26 first, then 0.27, and it worked.
