Featured product query

Hello professors. I have something I want to do in SQL. When listing my products, I want to shape my query according to these two tables. I want to list the top 3 or 4 featured products first based on their categories, then use LIMIT to sort the regular products, and I want to display a total of 20 products on the page. I ran a query, but it is displaying all the featured products first, meaning if there are 100, all 100 are shown before the regular products, and I can't seem to figure it out. What I actually want to do is to display my featured products like sponsored products on sites such as n11, hepsiburada, and then pull in my regular products, but ensure that there are only 20 items in total on each page.
