File Upload of Data Exported from MySQL to CSV

I am downloading the database from MySQL as a CSV file and opening it with Notepad by right-clicking and saving it. Turkish characters are corrected. Then let's say I make changes and additions in Excel. I save it and try different options like "save as." Later, I want to upload this to the database but it gives an error. I always did SQL backups, but I didn't do this. I couldn't find it in the video. I am using Office 2010. I would be very happy if someone could explain this to me.
