Has any virus remained after formatting?

Few days ago, I got a virus. Somebody stole one of my emails, which had my Valorant account on it. He mentioned that my data is still safe or something like that, can he do anything? I formatted my computer, scanned it, and cleaned it up. So far, only my Valorant account was stolen, but he also accessed my Discord. He sent me screenshots but I added an authorization. I'm still scared, can he still do anything? He changed my phone number even though it was my Gmail's phone number.

Additionally, I changed the passwords of my emails and game accounts. When he mentioned 'data,' was he referring to my full name maybe? He also sent me my location and my parents' names. Can I file a complaint?
