Even though nothing was downloading on the computer, the internet was slow. I downloaded NetLimiter and saw that the 'svchost.exe' was downloading at a rate of 1.5MB per second. My internet speed was around 1.7MB per second, so it was a significant amount. Is this EXE file a virus? If not, how can I cancel the download?
