How can I convert an SQL file into an HTML table?

Hello friends. I have an SQL file in the following format. Is there a chance we can convert this to an HTML table? If so, could anyone help me with how to do it? The format is as follows: (100010000,22,'Name','Description',0,0,0,0,0,231,431,0,1,0,0,123,0,0,0,0,340,0,0,0,0,0,0,100,0,0,0,0,0,0,0,0,0,0,0,0,1). There are many rows with 41 columns each. Can we directly convert this file into an HTML table, with each cell before a comma as a table cell?
