How can I create a brand rotation

Hello friends. Has anyone ever gone through a brand transfer before? A close friend of mine obtained the rights to a brand from someone in previous years, with a notarized brand transfer agreement in place. We wanted to acquire a .com.tr domain for this brand. Although the domain was provided to us, we were told that a document titled "Brand Transfer Document," created in relation to the brand transfer made at the Turkish Patent and Trademark Office (TPTO), is required to change the registrant information for this domain. However, we do not have such a document acquired from TPTO. How can I obtain this document from TPTO, as I could not find any information related to the transfer on their website.
