How to recover data in phpMyAdmin

Hello friends, I use XAMPP on Mac and I have adjusted the file writing permissions which have caused me to be unable to log in to phpMyAdmin. I encountered an error #2002 - Connection refused — The server is not responding (or the socket of the local MySQL server is not configured correctly). I need to restore the file writing permissions to its previous state. I was going to suggest reinstalling but I have a database table that needs to be recovered.
