I am not appearing in advertisements under my main keyword.

My main keyword isn't appearing in ads, even though it used to be the keyword that received the most phone calls. However, when I add the location to the keyword, it immediately appears in the listings. How can I solve this issue? For example: "service title" (doesn't appear in ads) "service title + location" (appears in ads)
