I AM UNABLE TO ACCESS THE WEBSITE

Hello, I am setting up the WHMCS infrastructure, but I am unable to access the site. I am using version 8.4, and to clarify, I am uploading the necessary files for the site installation without encountering any problems. However, upon completing the installation, when I try to go to the admin panel below, it keeps loading indefinitely, indicating a timeout error. This issue is not specific to the admin panel; I cannot access the site. Could this be due to a PHP-related issue since I am using PHP version 7.3? Also, when I try to install the original program instead of a cracked older version, the site does not load at all. Here is the snapshot of the timeout error: [link to image].
