Incorrect tag entered during coin withdrawal from Telegram.

I entered the wrong tag in the Binance withdrawal to my Dogecoin Telegram wallet. I spoke with Binance customer service, and they said they will refund the payment, but they also mentioned that I need to speak with the other party for it to arrive in the Telegram wallet. I couldn't find live support for Telegram anywhere.
