Is a notarized agreement required for Muvafakatname?

Hello, I want to commission a music piece for my website and have specified the usage rights to freelancer friends. They offered me a price and said they would send the agreement to my address. When I asked if it would be notarized, they said the agreement wouldn't be notarized. I got confused, did some research, and found that it says on websites that it will be notarized. I would really appreciate it if someone could clarify this for me.
