Is it possible to set up a game server on an empty computer?

I have a computer with an i5-2400 processor and 12 GB of DDR3 RAM. I want to turn this computer into a Minecraft server where my friends can play. I tried using applications like Duckdns and ngrok but couldn't set it up. If you have any ideas, I would be able to do it.
