Is the file detected by the antivirus infected?

I purchased Kaspersky Total Security today and started using it. When I attempted to scan a file for the first time, it found a file that I had never seen before. I accessed it in safe mode and was able to open it; however, when I tried to access it without safe mode, it showed up as inaccessible.

I will include the scan I performed on VirusTotal in the attachments. The images that I will add are also included.

I don't understand what this is. I forgot to include the one labeled Readme_en.txt, I apologize for that, it is in the attachments.
