Is the use of wait counters allowed with Adsense?

Hello guys/girls,

I was checking out a pretty interesting coupon website and I looked and looked for the links... until I realize there is a timer that lasts about 1 minute counting down until the link is revealed.

The website has various types of ads including AdSense ads... so I was wondering if AdSense allows inserting that kind of strategy to keep the visitor on the website longer (or maybe less, depending on opinions... or statistics).
