Key question about Laravel and PHP

I have been studying JavaScript frameworks, including those from other languages. I've noticed that Laravel is highly recognized in the Betana community, but I am unfamiliar with the stack needed to, first, review someone's Laravel project, or even edit it.

Are Laravel projects hosted on Hostinger based on GitHub Actions from GitHub? That's the only thing I know about that.

Anyway, a guide would be more helpful, a brief overview or links to the best Laravel tutorials in the forum...
