Magento Turkish Localization Issue?

Hello. I have installed Magento and I am trying to follow instructions to localize it in Turkish, as explained here: http://forum.azmagento.com/how-to/t-rk-e-dil-sorunu-77199.html. However, I am unable to find the area "Locale_Mage_community_tr_TR." As a foreigner to Magento, I kindly seek assistance.
