My Google Ads account has been suspended.

Hello. I used to work at an agency. After leaving there, I decided to start my own business. I opened an Ads account but it was suspended due to suspicious payments. I appealed with all my identification, invoices, and card images. I received a response at night; "Thank you for your understanding as we review your appeal regarding the suspension of your account. We have reviewed your support ticket taking into account your feedback and confirmed that your account still violates Google Ads policies. Therefore, your account will not be reactivated." This suspension seems permanent. Do I have the right to appeal again? I had added a customer's ad to my account. I thought this might have caused the issue, so I deleted it and appealed again. Will I receive the same response? How can I fix this? Is this suspension permanent or can it be rectified? Thank you in advance for your responses.
