My Google Ads account has been suspended.

Hello. I used to work at an agency. I decided to leave there and start my own business. I opened an Ads account but it was suspended due to suspicious payments. I have submitted an appeal with all my identity, invoices, and card photos. I received a response at night; "Thank you for your understanding while we review your appeal regarding the suspension of your account. After considering your feedback, we have reviewed your support ticket and confirmed that your account still violates Google Ads policies. Therefore, your account will not be reactivated." Is this suspension permanent? Do I not have the right to appeal again? I had added an ad for a customer to my account. Maybe that's what caused the issue, so I deleted it and appealed again. Will I receive the same response? How can I correct this issue? Is this suspension permanent or can it be corrected? Thank you in advance for your answers.
