Not approved but active writing | updated

Hello, I tried to advertise for a social media package sales website, but I received an email saying it was not approved. However, when I checked the AdWords panel, it shows as active. What does this mean? Could it be approved now? I am new to this, can you clarify? Today I checked and it appears like this for my friends. I searched for "Google social media services" and my site appeared at first, but now it doesn't. I don't understand this, what does the below mean?
