OBS does not open broadcasts via wired internet

I have an interesting issue with OBS. I am unable to live stream over wired internet. The internet connection is working fine, but when I connect to the modem via Wi-Fi, there is a lot of fluctuation during streaming. Even though it's the same modem, same internet, and same computer, I cannot start a stream when connected with a cable. The signal strength turns red and drops to 50-100 Kbps. When I went to a friend's house, the stream started immediately. However, once I closed the stream and tried again, I faced the same issue. I have updated, uninstalled, and reinstalled the drivers without success. There have been no additional programs installed during this time. This issue has persisted since the day I reformatted my computer. How can I fix this problem?
