Overcoming another AdSense account issue..

Hello, I sold one of my channels a few years ago for a higher price than it was worth, which had the potential to make money. I transferred the Adsense and channel ownership, but I did not transfer the email associated with it. Since that day, I have lost access to Adsense. (It appears that you have another AdSense account. You are allowed only one account per user. Please close the other account to use this one.) Additionally, I created a new Gmail account, logged in, but it seems like my IP address was detected and not given access. Now, I am trying to log in to YouTube. Would transferring a different Adsense account to this one resolve the issue? Or if I transfer the YouTube channel opened with the email associated with the closed Adsense to a different Adsense account once the conditions are met, and apply from there, would it work? I am really struggling with this issue and eagerly await your response.
