Places Providing Youtube Views Service With Adwords

I had seen this on the forum before, but couldn't find the topic. There was a place, for example, where YouTube views were coming out of their own accounts, and they were presenting this in the form of reports with screen shots, even showing with TW. They were asking for 250 TL for 10,000 views in a campaign. Is there anyone working like this on the forum, or if anyone knows the link to that topic, could you please write it? Thank you.
