Pligg 2.0.0 Turkish Character Issue

Friends, I have installed the Pligg CMS script but I am experiencing an issue with Turkish characters. I have tried every method in the charset settings but have not been successful. What do you think is the best way to solve this problem? The problematic site where the issue arises is www.imlettir.net. I am looking forward to your comments and suggestions. Thank you in advance.
