First of all, my system and infrastructure,
Ryzen 7800x3D?MSI B650-S-Wi-Fi?PNY RTX 4070?HyperX Fury Renegade 2x16 GB 6000MHz memory?Scythe Mugen 5 cooler?WD Black SN850 NVMe?EVGA GQ850 Gold PSU??TurkNet GigaFiber 1Gbps symmetrical infrastructure?Ugreen CAT7 cable??With this system, I was able to smoothly stream at 8000 bitrate with high FPS. However, due to other programs I use, my system started to introduce delay during streaming. The integrated delay of the graphics card and processor reaching 6-7 ms caused serious issues in Valorant. I reinstalled everything from scratch. I installed all drivers without any errors, but I couldn't stream anymore. I tried updating the drivers using DDU, etc., but the problem persisted. I reformatted again while the solution was relatively close. I obtained a new ISO file from Microsoft, everything installed perfectly clean. Then, I encountered the same issues again. And the situation is exactly as follows,

As seen, the audio is stuttering, there is interference, the facecam freezes, pixels, FPS fluctuates greatly. The delay values are at their peak. Let me share my OBS settings, but as you can appreciate, I shouldn't be having many issues with this system.
I am using NVIDIA Broadcast and Elgato facecam. I have tried everything.
The memory frequency in the BIOS has been set to 6000MHz.
The BIOS settings for the Ryzen 7800x3D have PBO active with a value of -20 for all cores. (It was like this before the format)
