First of all, my system and infrastructure are as follows:
Ryzen 7800x3D?MSI B650-S-Wi-Fi?PNY RTX 4070?HyperX Fury Renegade 2x16 GB 6000MHz memory?Scythe Mugen 5 cooler?WD Black SN850 NVMe?EVGA GQ850 Gold PSU??TurkNet GigaFiber 1Gbps symmetric infrastructure?Ugreen CAT7 cable?With this system, I used to provide smooth 8000 bitrate streaming at high FPS. However, due to other programs I was using, my system started causing delays during streams. When the integrated delay of the graphics card and the processor reached 6-7 Ms, serious issues began to occur in Valorant. I performed a clean format, installed all drivers properly without errors, but I couldn't stream anymore. I updated the drivers with DDU and so on, but the issue couldn't be resolved. I reformatted again while the solution was relatively close. I obtained a new ISO file from Microsoft, everything was installed clean. After that, I experienced the same issues again. The situation is as follows:

As seen, there is a lag in sound, noise is generated, facecam freezes and pixelates, FPS drops and rises incredibly. The delay values are at their peak. I can share my OBS settings, but as you will appreciate, I shouldn't be experiencing many problems with this system.
I am using NVIDIA Broadcast and Elgato facecam. I have tried everything.
The memory frequency is set to 6000MHz in the BIOS.
For Ryzen 7800x3D, BIOS settings are set to PBO active with a -20 value for all cores. (It was like this before the format)
