Firstly, my system and infrastructure consist of:
Ryzen 7800x3D processor
MSI B650-S-Wi-Fi motherboard
PNY RTX 4070 graphics card
HyperX Fury Renegade 2x16 GB 6000MHz RAM
Scythe Mugen 5 cooler
WD Black SN850 NVMe SSD
EVGA GQ850 Gold PSU
TurkNet GigaFiber 1Gbps symmetric infrastructure
Ugreen CAT7 cable
With this setup, I was able to smoothly stream at 8000 bitrate with high FPS. However, due to other programs I was using, my system started experiencing delays during streams. The integrated delay between the GPU and CPU reached 6-7 Ms, causing serious issues in Valorant. I performed a clean format, installed all drivers flawlessly, but still couldn't stream properly. I updated drivers using DDU, among other troubleshooting steps, but the issue persisted. I reformatted again while the solution was relatively close. I obtained a new ISO file from Microsoft and performed a clean installation. Yet, I faced the same issues again. The situation is as follows:

As seen, there are issues with sound, pixelation, frozen facecam, fluctuating FPS, and high delay values. I will share my OBS settings, but given the system specs, I shouldn't be facing such problems.
I am using NVIDIA Broadcast and Elgato facecam. I have tried everything.
The memory frequency has been set to 6000MHz in BIOS.
For Ryzen 7800x3D, all cores are set to PBO active with a -20 value in BIOS settings. (This was the case before reformatting)
