Suspended despite having a balance.

Hello friends, I couldn't decide what to write in the title. Yesterday, I opened an AdWords account for a friend's business. Normally, the ads would be approved right away, but this time it took around 8-10 hours for them to get approved. About 1-2 hours after approval, I decided to create a new campaign, but shortly after, they suspended the account due to an 'unpaid balance' issue. However, there is a balance of 300 TL in the account. I filled out an appeal form, but haven't received a response yet. I'm wondering why our account was suspended like this or if there was a reason behind it. Has anyone else experienced this before? Will they reinstate our account?.
