Suspended despite having a balance.

Hello friends, I couldn't decide what to write in the title. Yesterday, I opened an AdWords account for a friend's business. Normally, the ads would get approved right away, but this time it took around 8-10 hours for approval. After it got approved, I decided to create a different campaign about 1-2 hours later, but they suspended the account due to an 'Unpaid Balance.' However, there is a balance of 300 TL in the account. I filled out an appeal form, but there has been no response yet. I wonder why our account was suspended out of the blue, or was it not random? Has anyone experienced this before? Will they reopen our account?
