The CPU is being used in the system even though OBS streaming cannot be opened with i5 10200H - GTX 1650 Ti.

I'm trying to broadcast on OBS, I noticed that it consumes 5-10% CPU even when I haven't started the stream. Does anyone know why this might be happening?
Graphics card: GTX 1650 Ti
Processor: i5 10200H
RAM: 16 GB RAM
