The problem of question marks in the Russian language.

I am looking at Russian scripts, but no matter which script I use, I keep encountering the same question mark issue. I don't think it's related to the codes because they all do the same thing. I'm starting to think it's related to PhpMyAdmin in cPanel. I have tried utf8_general_ci, utf8mb4_general_ci, and cp1251_general_ci, but the issue persists. I have searched the internet everywhere for a solution, can you help me?
