There is no longer the option to set up iCloud on Virtual MacOS.

I need to set up iCloud, but I no longer have the ability to set up iCloud on a virtual MacOS. Can I install a new macOS from scratch? I have tried to set up iCloud three times on my newly purchased iOS device and it is not allowing me to set it up again. Is there a way to handle this virtually on MacOS? I am open to alternative methods as well.
