What are keywords without prices?

I make various queries from the keyword planner. Some have low competition and show a dash in the price column. For example, a German query has 1.5k monthly searches and a dash in the price column. If I advertise for this keyword, what could be the cost? Additionally, for a Japanese query, it says 1500 TL for the top page bid. Is this the price for a single click? :laugh: However, a similar version of this query with less search volume shows a dash in the price column. If I advertise at low prices like this, will I get clicks?
