Blocking Spam Traffic

Hello friends, unauthorized and illegal traffic ads are being generated on Facebook and Google on behalf of my company without my involvement. This is a prohibited industry practice that could lead to penalties. Despite blocking the domain that the ads are directed to through htaccess, I am still receiving messages and forms. The other party has opened a Facebook page and is advertising through it, not through my page. Even if we file a complaint and have the ads shut down, new ads with the same domain reappear within 15 minutes. How can I prevent this from happening, as it has significantly decreased our ad performance?
