Improving Ad Conversion Rates

I have a monthly advertising budget of around 3,000 TL for the sector's combi service, and I am quite satisfied with the return on investment from the ads. However, my click/impression rate is very low for some reason. I am targeting around 3 TL for TBM, getting 30 clicks / 500-750 impressions. The rate is quite low. I have run ads in different sectors multiple times without experiencing a similar issue; I am facing problems in this new sector I just entered. My ad is not constantly displayed due to low quality. Is there a solution for this, or is it related to the sector I am working in? Have any of you working in this sector experienced a similar problem? I am providing the ad directly through search, not through the website. I have worked in different sectors before without any issues.
